I really don’t think it was. This is a very well known point of contention clinton administration vs bush/cheney administration. They still were cold war russia focused and clinton was terrorist focused. Its like the 911 report. You read it and its very obvious all they had to do was make cockpick access external and not have direct access to the passenger area. Instead we got the patriot act and security theater. The book is there and anyone can read it but it was long and non readers just won’t.
