The FBI have a large domestic surveillance apparatus. I know many here are predicting some kind of Christian fascist state but we should also consider a neo-feudalistic/fascist hybrid centered around a tech driven surveillance state.

They might not have known what mutual aid is and you explained it very well with the first two sentences. The last sentence doesn’t serve any useful purpose if they didn’t know.
