I think it’s largely because the first season of TNG had several leftover TOS and Phase II scripts. So they feel less “next gen” than the rest of the series.
The Motion Picture was also based on Phase II scripts. This is why it has a bunch of random characters we never see again.
You mean like “guy at space station who isn’t a Vulcan but was supposed to be a Spock stand-in” and “bald lady who randomly blurts out about her oath of celibacy when no one asked” and “fallback if they couldn’t afford shatner”

My last TNG rewatch was right after a TOS rewatch and the transition is actually quite smooth.
That’s usually how I do it too. Maybe that’s why!
I mostly enjoy it. But it is absolutely, definitely not great.
