What part of it would be preemptive?
The preemptive killing of kids. You see, they could grow up to be threats. Saves time, you know how it is.
Or you could have your political enemies lose a kid to the Bajoran foster system as a way to get one over them.
Using stronger measures preemptively, in case one would slip and resort to merely think of protesting more eagerly…
