Its a common complaint in Australia as well. Over here it seems mostly becase the change points are in parking areas that have never had covers, the charger was installed in that existing space. Some newer charge areas have them eg this one, also has solar on the cover.
I just want a damn cover so I can get out when it is raining and not get soaked. Is the design implemented in 1960 too much to ask?
