I’m sorry; no. Her name is Cameron. She was a frequent stand-in on TNG and she’s best known (I guess) for co-starring in the cult classic Samurai Cop. Her given name on the show was Ensign Kellogg and she appeared in 43 episodes and the first two films.
Patricia Tallman was in a few episodes of TNG, but OP’s pic is from “Data’s Day,” in which she did not appear. One of the three episodes she did appear in was “Power Play,” and here’s a screenshot of her in that. (This was the only episode in which she appeared as a crewmember. In all of her other appearances, she was an alien of some sort.)
