Was just reading through Voyager’s Trivia page on TVTropes and that was mentioned twice. Not everything there is sourced and some comes from things the actors/production crew say during conventions, old AOL chats with the showrunners, etc, so take it with a grain of salt I guess.
IMDB’s trivia page makes a similar mention, but only that the hairstyle was changed at the request of the studio and all of Mulgrew’s prior scenes had to be re-shot.

It might be 100% true, it’s just totally a new concept to me.
