It’s any and all of them, it just depends on what episode it is.
They’re all doofs, and they all have heroic/awesome/leadership moments.
I can’t even hear “self-sealing stem bolt” without giggling to myself. Nog was not center head in that episode.
He became a much more skilled trader by “Treachery, Faith, and the Great River.”
He and Jake were both still pretty dumb in that episode, and they both grow into their own competent people by the end of the series.
As does Rom. Quark is basically still Quark, just maybe with some edges rounded off a little.

It is kind of a fun character arc when Rom just leans into competency porn and “rizz ‘em with the ‘tism” vibes, and Quark doesn’t fully realize the paradigm has shifted
Rom couldn’t defy Ferengi convention for himself…but he could for Nog (and later Leeta)
Quarks not a complete gooober. He was able to out logic a Vulcan member of the Marquis on the price of peace.
Quark is the quintessential Ferengi. Part of his narrative purpose is to be the standard, so that the audience can see that Nog and Rom are unusual. And so as a result, almost all of the criticisms of Quark are really criticisms of Ferengi, in general.

Without going into every little thing let’s look at where they end up.
Nog: Star Fleet captain with enough renown to have a ship named after him.
Rom: Reformist leader of an entire race
Quark: Franchised business owner. (That gets fined into near poverty for failing to pay licensing fees for his equipment)

He recovers all the time from that kind of thing. He’ll be fine.
I was actually mildly annoyed LD chose to make him a joke in that moment tbh. It was true to character sure, but I hate to see a legacy character given success just so we can watch them loose it on screen.
It’s just mean writing. For the sake of a comedy bit that amounts to ‘some things never change’
Quark said it himself with the final line of DS9: “Ah, it’s like I said: the more things change, the more they stay the same.”
